From what you posted, i'm guessing you mean rapid fire?

There's no percentage involved in rapid fire other than luck.

Rapid Fire is the number of times a ship/turret type can fire on an enemy ship/turret type in a single round, or the number of times a certain ship/turret type can BE fired ON in one round.

take the Death Star on x for example. It has a rapid fire rating of 250 against small cargo. This means that it can fire on small cargo 250 times in one round.

Also, in Massacre Engine, luck still plays a role but the luck factor is narrowed in compare to the Battle Engine 1.1 (used in the other 3 universes)
