So, here is an interesting scenario. I doubt it is a bug, but seems a bit out of the ordinary and opens up a pretty nasty little strategy.

I have a neighboring planet who shows as a (n) because he is less than 20% of my points.

Even though we cannot attack each other, he was able to lob some missiles at me, knocking out all of my defenses.

Of course, he can't follow up with an attack and I can't retaliate.

So, the strategy is this...you sign up a noob, teach him to build missles and knock out good targets for you with the promise that he'll be the recipient of the fat side of the deal some day (trust me, noob!), if he'll just do your dirty work for you, for the time being.
