#2Technically no. You can only have one alliance. Leader or not.
Unless your are just talking about a sub-alliance or branch of another alliance.

#3I was asked to be part of an alliance to someone who is a friend to a person in "my" alliance.

I'm not really sure what your are asking but there are currently no rules governing alliances, pacts or treaties. Though unethical conduct is heavily frowned.
