i CAN'T BUILD A BASE ON MY MOON AND IT HAS NO RESOURCES WHAT SHOULD I DO.?

You need to transfer rescources to your moon from you planet with cargos or other ships. Moons have no production capabilities.

Once a lunar base is established you can build other types of buildings but leave 1 field open for the next lunar base.
