Imaoize, there are no restrictions on attacking inactive (I), (iI) players. You can attack them freely and there are no bashing rules against inactive players.
There is a Bashing rule for active players where you can only attack a planet/moon 5 times in a 24 hours.

S is someone more than 5x your score, N is less than 1/5th.

Nope i think i was right, re read it im positive he is refering to not letting Inactives leave the game.
