What about how they know where my fleet is even though they havnt spied?

hello, i have a problem with the game, i cant seem to find anything about it but hope someone can help. I am pretty new to the game and would like to get better but finding it hard. I keep getting attacked once i start building a fleet, how come this happens? Also What is the best defense i can have...
